Order issued to Captain John Pope, United States Topographical Engineers, Saint Louis, Missouri, written in manuscript in an unidentified hand and signed by Jefferson Davis, Secretary of War. The order gives instructions to Pope for leading an expedition to construct artesian wells on the Llano Estacado and determine their feasibility as a water source in support of railroad construction in the Southwest. The document is accompanied by a typed transcript.

Pope, son of Illinois politician and judge Nathaniel Pope, was a West Point graduate and had an army career.
